A human rights approach to social justice: gender-based bullying in education in Indonesia

Abstract

This perspective analyses the phenomenon of gender-based bullying in educational settings in Indonesia. Using a human rights-based approach, this study asserts that gender-based bullying is not simply an individual behaviour, but rather a manifestation of patriarchal social structures reproduced through educational institutions. Institutional failures are evident in policies that ignore gender, permissive school cultures, and educators’ limited capacity to address gender-based violence. This perspective offers a social justice framework based on three tiers: structural, cultural, and curricular. At the structural level, gender-responsive policies and safe reporting mechanisms are needed; at the cultural level, strengthening gender awareness among educators is a priority; and at the curricular level, integrating human rights and gender equality perspectives into learning is fundamental to change. This study contributes to the development of inclusive education policies and pedagogical practices that uphold social justice and respect for human dignity. © 2026 Informa UK Limited, trading as Taylor & Francis Group.
